This can make a buyer to file a complaint against the developer under the registered act of RERA section 31and RERA can move for further investigation under the act of RERA 35. This can lead a developer to pay penalties to buyers.

So in buying flats RERA can overturn the forced consent agreements procured by the builders for changing the project planning.
