The Government of Maharashtra has introduced the Maharashtra State Housing Policy 2025, a transformative blueprint designed to bridge the growing housing gap across both urban and rural regions. 1. Massive Affordable Housing Target
The state aims to develop 35 lakh affordable housing units by 2030, with an extended goal of 50 lakh homes over the next 10 years, ensuring large-scale availability for lower- and middle-income families.
2. Streamlined Regulatory Framework
To minimize delays and enhance transparency, the policy introduces simplified approval systems and regulatory processes—benefiting both developers and homebuyers.
3. Boost to Public-Private Partnerships (PPP)
The government encourages PPP models to accelerate cost-effective and large-scale housing development, making it easier for private builders to collaborate on affordable schemes.
4. Utilization of Government Land
Unused and underutilized government-owned land will be allocated for affordable and mid-income housing projects, ensuring optimal land use in high-demand regions.
5. Attractive Incentives for Developers
To stimulate construction activity, the policy includes:

6. Strong Push for Redevelopment & Slum Rehabilitation
Special provisions target:
A. Cluster redevelopment

7. Senior Citizen-Friendly Housing
A dedicated focus on senior citizens includes:
A. Lower stamp duty for elderly buyers
B. Support for housing cooperatives to redevelop old buildings
C. Incentives for senior-living communities
8. Sustainability & Green Building Norms
Environmental responsibility is central to the policy, with plans to promote:
A. Green building certifications
B. Climate-resilient construction
C. Eco-friendly infrastructure
Approved in May 2025, the policy comes with government resolutions that enforce:
A. A state-level grievance redressal mechanism for redevelopment-related disputes
B. Quality checks
C. Timely project delivery
A statewide housing demand survey is also underway to assess post-pandemic residential preferences, helping planners allocate resources more efficiently.
The initiative is expected to attract ?70,000 crore in investments by 2030, reinforcing the government’s commitment to making Maharashtra slum-free and accessible for all income groups.
